민주주의 압살 타이 군부독재 퇴진 촉구 기자회견

쿠데타는 민주주의의 적이다

9월 19일 저녁, 타이에서 군인들이 쿠데타를 일으켜 탁신 치나왓 총리를 몰아내고 기존 헌법인 ‘1997년 헌법’을 폐기했다. 이들은 자신들을 ‘푸미폰 국왕에게 충성하는 민주개혁평의회’라고 부르고 있다.
탁신 치나왓 총리는 비록 많은 문제가 있었지만 민주적 선거로 선출된 총리였고, 1997년 헌법은 1992년 군부 독재에 항거하는 민주화 시위의 성과였다.
따라서 총리를 권좌에서 물러나게 하고 새로운 헌법을 제정하는 것은 어디까지나 타이 국민의 몫이지 군부의 몫이 아니다.
군부가 타이 국왕의 지지를 받은 것이 쿠데타를 정당화하지는 못한다. 현대 타이 역사에서 19번의 쿠데타가 일어났는데, 타이 국왕은 이들을 대부분 지지했다. 이것은 국왕의 반민주적 성격을 잘 보여 줄 뿐이다.
지금 군사 독재 정부는 자신들이 민주주의를 위해 쿠데타를 일으켰다고 말한다. 그러나 군부는 쿠데타 후 모든 종류의 시위를 불허하는 포고령을 발표했고, 지난 24일 일요일에는 이 조치를 전국으로 확대했다.
또, 군부는 자신들은 사심이 없으며 곧 새로운 총리를 임명하고 뒤로 물러나겠다고 말하고 있다.
그러나 먼저 총리는 군인들이 일방적으로 임명하는 것이 아니라 국민이 민주적으로 선출해야 한다. 더구나 지금 군부가 새로 작성하고 있는 헌법을 보면 군부가 주도하는 국가안보위원회가 막강한 권한을 행사할 것이다. 결국 군부가 정치를 계속 좌지우지하겠다는 것이다.
과거에도 군인들은 쿠데타 뒤에 늘 비슷한 짓을 했다. 지난 1991년 쿠데타 때도 군부는 꼭두각시 총리를 임명한 후 배후조정을 시도했다.
이런 군부 독재의 영구 집권 시도를 중단시킨 것은 언제나 태국 민중들이었다. 특히 1992년에는 군부의 발포로 1백여 명이 죽고, 수백 명이 부상을 당했지만 민중들이 굴하지 않고 단호하게 싸운 덕분에 군부 독재가 물러날 수 밖에 없었다.
태국 사회 단체 중 일부는 이미 쿠데타에 반대하는 행동을 시작했다. 쿠데타가 일어난 지 24시간 만에 학생과 젊은 사회운동 활동가 들이 ‘쿠데타에 반대하는 9월 19일 네트워크’를 결성했다.
이들은 군대 정치 개입 즉각 중단, 1997년 헌법 복원, 그리고 언론 자유를 포함한 민주주의 기본권 보장을 요구하면서 다양한 형태의 시위와 대중 토론회를 열고 있다.
쿠데타 반대 네트워크는 오늘 저녁에도 쿠데타 반대 시위를 열 것이며, 10월 6일에는 1976년 군부가 쿠데타를 일으켜 수천 명을 학살했던 사건의 30주년을 맞아 집중 시위를 계획하고 있다. 또, 10월 21일부터 22일까지 타이 사회포럼을 열어 진정한 민주주의를 위한 대안을 토론할 계획이다. 이들 시위와 태국 사회포럼은 안전하게 열릴 수 있어야 한다.
그들은 군부의 총칼 아래서 행동하고 있는 것이기 때문에 언제나 위험이 따를 수밖에 없다. 따라서 국내외의 연대 활동이 절실히 필요하다.
오랜 군부 독재 아래서 고통을 겪었고, 그것을 투쟁으로 물리쳤던 한국 민중들의 연대는 특히 중요할 것이다.
타이 군부 세력에게 경고하건데, 만약 그들이 당장 독재를 그만두고 물러나지 않으면 그들은 다시 한번 타이 민중의 거대한 힘을 보게 될 것이다.

*우리의 요구*

1. 군대는 정치 개입을 즉각 중단하라!
2. 1997년 헌법을 즉각 복원하라!
3. 언론 자유를 포함한 민주주의의 기본권들을 즉각 보장하라. 10월 6일 시위와 태국사회포럼의 안전한 개최를 보장하라.

DECLARATION AGAINST THE COUP IN THAILAND

Coup d’état is an Enemy of Democracy

On the evening of September 19, a military junta carried out a coup to oust Thaksin Shinawatra, Prime Minister of Thailand, and revoked the Constitution of 1997. The plotters of the military coup called themselves, “The Council of Democratic Reform” royal to King Bhumibol Adulyadej.
Although he is not without controversies Prime Minister Thaksin Shinawatra is a democratically elected prime minister. The Constitution of 1997 was a prize won by the pro-democracy activists who struggled against the previous military dictator in 1992.
Therefore, rights to bring down the prime minister and to legislate a new constitution belong to the people and not to a military junta.
An endorsement from the King of Thailand does not make a coup legitimate. There has been 19 coups in modern history of Thailand and most of them were supported by the monarchy. This underlines the anti-democratic nature of the monarchy.
At this moment, the plotters of the military coup explain that the coup was to protect democracy of Thailand. However, immediately after the coup, the military junta banned all demonstrations and protests and declared martial law. Such measures were extended nationwide on September 24.
Saying they are for democracy while trampling basic democratic rights is a total nonsense. The military junta also reassures that it has no interest in taking personal power and a new prime minister will be appointed very shortly.
Nevertheless, the office of prime minister is not something a junta unilaterally appoints but must be elected by the people. Furthermore, the new constitution being drafted by the military regime gives too much power to the Council of National Security. In the end, the military junta will continue maintain the political power.
This is the oldest trick in the book used by the previous military juntas. In the last coup of 1991, the military junta appointed a puppet prime minister and controlled him from the back.
It has always been the Thai people who defeated the military dictators’ attempt to rule permanently. Especially, in 1992, the military dictatorship was forced to step down when the Thai people fearlessly fought against the military that fired upon the demonstrators killing 100 and wounding hundreds of people.
Some organizations in the Thai social movement have already started to act against the coup. Within 24 hours of the coup, students and young social activists have formed the ‘19 September Network Against Coup D’état.’
They are organizing series of protests and open air meetings demanding an immediate stop to political intervention of the military, immediate restoration of the Constitution of 1997, and protection of basic democratic rights including the freedom of press.
The ‘19 September Network Against Coup D’état’ will hold a protest against the coup later today in the evening and is planning another mass protest on October 6, the 30th anniversary of the massacre committed by the military junta in 1976. Furthermore, along with broader social movement organizations, the network is planning to hold the first Thai Social Forum to discuss the alternatives for genuine democracy. The safety of these protests and the Thai Social Forum must be guaranteed.
Their actions will undoubtedly accompany tremendous danger since they live under the constant threat of military repression. This is why building strong solidarity movements home and abroad are crucial.
Such a task is especially important for the Korean people who had had suffered under the military dictatorship and had brought down the military dictatorship through struggle.
Therefore, we, the Korean social movements, strongly warn the Thai military junta that if they do not step down from the power immediately, they will face once again the great power of the Thai people.

We, the Korean social movements, demand the following.

1. The military junta immediately stop its political intervention!
2. Immediate restoration of the Constitution of 1997.
3. Protection of basic democratic rights including the freedom of press. Guarantee of safety to the demonstration on October 6 and the Thai Social Forum.
